Start with the non-negotiable rule: the National Medical Commission (NMC) does not publish an approved list of foreign medical universities. NMC advises applicants to obtain the fee structure and full course details directly from the institution and to check the applicable Foreign Medical Graduate Licentiate Regulations. A school’s presence in the World Directory of Medical Schools confirms that it is listed in the directory; it does not by itself guarantee eligibility to practise in India.

- Local licence eligibility: ask the competent national regulator whether the degree makes an international graduate eligible for the same medical registration or licence pathway available to a local graduate.

When Russia may fit your shortlist
Russia can suit families comparing several established university options and students prepared for a different language and climate. The main academic question is not whether a university advertises an English programme. It is whether the complete programme, examinations, clinical training and internship can be documented in the form required for India.
Ask the university to identify every teaching hospital and state how students communicate with patients during clinical years. For the immigration file, the official Russian consular guidance requires an invitation issued through the Ministry of Internal Affairs for a study visa. When Georgia may fit your shortlist
Georgia can suit students looking at English-language MD programmes and who want a clear, university-specific academic plan before admission. Verify that the programme is authorised, that the complete clinical training is delivered as represented, and that the resulting qualification supports local professional registration under the current rules.
The Georgian Ministry of Foreign Affairs describes D3 as the study visa category for study or research at authorised educational institutions. Its published D3 requirements include an admission letter and programme or institution authorisation evidence, although the exact documents depend on the applicant and consular post. When Uzbekistan may fit your shortlist
Uzbekistan may appeal to families comparing public and private medical institutions and overall costs. It requires especially careful programme-level verification. On 1 April 2026, NMC issued an alert for Indian students considering undergraduate medical courses in Uzbekistan. It warned that deviations involving duration, medium, curriculum, clinical training or internship can lead to disqualification from registration in India. The alert lists 54 months of education in one institution, a 12-month internship at the same university, no split-country clinical training and English as the medium of instruction.
Ask for a signed response addressing those points before paying. Uzbekistan’s official visa information lists an A-1 student entry visa, issued for up to one year on the educational institution’s request and renewable for the study period. Does NMC approve universities in Russia, Georgia or Uzbekistan?
NMC does not endorse a general list of approved foreign universities. The student must verify that the exact programme and training satisfy the rules that apply to registration in India.
Is a WDOMS listing enough?
No. WDOMS itself states that listing a school does not mean recognition, accreditation or endorsement. Use it as one identity check, then complete the NMC, regulator and programme checks.
Can part of the clinical training take place in another country?
Do not assume that it can. The FMGL framework requires careful attention to where the course, training and internship are completed, and the 2026 Uzbekistan alert specifically warns against split-country clinical training.
