The safest application begins with eligibility and programme checks. An admission letter alone does not prove that a foreign medical qualification will support registration in India. Keep a complete digital and paper record of every document, promise and payment from the first enquiry until graduation.

Stage 1: confirm eligibility before applying
Indian citizens and Overseas Citizens of India who intend to obtain a primary medical qualification outside India should check the current National Medical Commission requirements before admission. NMC states that the NEET result is treated as the eligibility certificate for applicants covered by the applicable rules, provided the prescribed eligibility criteria are met. Prepare clear scans and originals of:
- Class 10 certificate or birth record used to prove date of birth;
- Class 12 marksheet and passing certificate;
- NEET scorecard, admit card and any required eligibility evidence;
- valid passport, with name and date of birth matching the academic records;
- recent passport photographs in the dimensions requested by the university and visa authority;
- category or name-change documents where applicable.
Resolve spelling differences before submitting applications. A small mismatch across the passport, marksheets and offer letter can delay verification, banking or visa processing.
Stage 2: verify the university and exact medical programme
Do not choose from a logo, ranking graphic or the phrase “NMC approved.” NMC does not publish an approved list of foreign medical universities. Its guidance tells students to obtain the fee structure and course details directly from the university or institution.
Ask the university’s official admissions office for these items in writing:
- legal name of the awarding university and exact qualification;
- full curriculum and the number of months or semesters of education;
- separate internship or clerkship duration and location;
- confirmation that the complete programme and required examinations are in English;
- names of clinical teaching hospitals and the plan for hands-on training;
- whether any teaching, rotation or internship occurs in another institution or country;
- the route by which an international graduate becomes eligible for medical registration or a licence in that country;
- current accreditation evidence from the competent local authority;
- complete fee schedule and written refund policy.

Stage 3: review the offer before paying
The offer letter should come from an official university domain or a verifiable admissions channel. It should identify the student, programme, campus, intake and conditions. Compare it with the information on the university’s official website.
Before paying a deposit, obtain:
- an itemised invoice in the university’s legal name;
- official bank account details that match the university or an authorised payment arrangement that can be verified;
- written conditions for admission, visa refusal, withdrawal and refunds;
- the exact services, if any, included in a counselling or processing fee;
- a receipt for every payment.

Stage 4: authentication, apostille and translation
The destination country and university determine which Indian documents require notarisation, apostille, embassy legalisation or certified translation. These are different processes. Get a written checklist for your nationality and programme before starting.
India’s Ministry of External Affairs explains the official apostille and document attestation process. Verify whether the destination accepts an apostille under the Hague Convention or requires another form of legalisation. Use the spelling and document order requested by the receiving authority.
Create a tracking sheet for each document with columns for original, scan, notarisation, apostille or legalisation, translation, submission and return. Keep colour scans of both sides where stamps or endorsements appear.
Stage 5: prepare the visa file
Use only the official immigration, foreign ministry or embassy instructions for the destination. A university invitation does not replace the visa. Requirements can include an admission letter, government or university invitation, passport validity, financial proof, accommodation, insurance, photographs, medical tests, police documentation and a personal appearance.
For example, Official Russian consular guidance says a study visa is based on an invitation issued through the Ministry of Internal Affairs. Georgia uses the D3 category for study at an authorised educational institution. Uzbekistan’s official information lists the A-1 student entry visa for the period of study. Do not book a non-refundable flight until the visa outcome and university reporting date are clear.
Stage 6: medical, insurance and accommodation records
Complete only the medical examinations required by the university, visa authority and destination. Ask whether reports need a particular laboratory, format, validity period or translation. Keep vaccination records and a prescription or doctor’s letter for any medicine you carry.
Check what the insurance covers, the policy dates, exclusions, hospital network and claims process. A basic travel policy may not meet a long-term student or residence requirement.
For accommodation, obtain the full address, move-in date, deposit terms, facilities, curfew or guest rules and refund conditions. Confirm whether the room shown in marketing material is the room category in your contract.
Stage 7: build a permanent student file
Keep a secure cloud copy and two organised paper sets. Your long-term file should include:
- passport pages and every visa or residence permit;
- admission, enrolment and invitation letters;
- curriculum, medium-of-instruction letter and internship plan;
- annual transcripts, attendance records and examination results;
- clinical rotation records, logbooks and hospital confirmations;
- fee invoices, bank proofs and receipts;
- insurance, accommodation and migration registration records;
- degree, internship certificate, local licence or eligibility evidence and final transcripts.
These records may be needed years later during credential verification, licensing or registration. Do not depend on being able to download them after your student account closes.
Red flags that should pause the application
- The university will not send the curriculum or internship structure before payment.
- The programme changes institution or country during clinical training without a clear regulatory explanation.
- English is advertised, but examinations or required clinical instruction use another language and no support plan is documented.
- An agent claims that WDOMS, WHO or “NMC approval” automatically guarantees Indian registration.
- Fees must be paid to a personal account or without an invoice.
- The written refund terms are missing or conflict with the sales promise.
- The claimed local medical licence pathway cannot be confirmed with the competent authority.
