The most important answer first
There is no single “NMC-approved foreign university list.” The National Medical Commission states that it does not endorse a list of foreign medical institutions. Students must verify the exact university, programme, curriculum, duration, internship and licensing position before admission.
NEET qualification
Indian citizens and OCI candidates seeking an overseas primary medical qualification after May 2018 must qualify NEET. NMC says the result is treated as the eligibility certificate and is valid for three years from the result date, including any pre-medical or language course followed by the medical programme.
Programme compliance
For admissions governed by the FMGL Regulations 2021, verify the prescribed study duration, internship, subjects, English-medium instruction and eligibility for registration in the country awarding the qualification.
Indian licensing route
Graduation abroad does not automatically provide registration in India. The graduate must satisfy the regulations and complete the screening or licensing process in force at the relevant time. FMGE remains active through NBEMS in 2026.
Eligibility checklist before applying
Use this list before accepting an offer letter. University admission eligibility and future eligibility for medical registration in India are separate checks.
- Confirm NEET status: Verify that the qualifying NEET result will remain valid when the overseas medical course, including any preparatory or language course, begins.
- Verify Class 12 eligibility: Check the current Indian eligibility rules for Physics, Chemistry, Biology/Biotechnology and English, together with applicable category requirements.
- Check age and admission-year rules: Use the current NEET information bulletin and NMC notices rather than an older blog or brochure.
- Match the exact programme: Verify the faculty, programme name, qualification awarded, campus, teaching language and intake. A university may run more than one medical track.
- Confirm local recognition: The qualification must meet the requirements for registration as a medical practitioner in the country where it is awarded.
- Obtain the complete fee schedule: Ask for tuition, hostel, insurance, visa renewal, food, travel, clinical, examination and other compulsory charges in writing.
Admission decisions should be based on the rules applicable to the student’s own admission year and circumstances.
FMGL compliance checklist for 2026 admissions
For students taking admission in 2026, the Foreign Medical Graduate Licentiate Regulations 2021 remain the central compliance framework. Verify every item below in writing before admission.

What the 2026 NMC FAQ changes—and what it does not
NMC’s 8 June 2026 FAQ explains how State Medical Councils should assess documentary evidence for FMGs affected by COVID-era online teaching or the Ukraine–Russia war. It does not create a new admission pathway or relax the FMGL requirements for students taking fresh admission in 2026.
Physical compensation remains essential
Any period completed online must be compensated through physical training. Training completed after the final examination should not be rejected only because of its timing; the State Medical Council examines the full facts and documents.
No single certificate is conclusive
Official transcripts, compensation certificates, mark sheets, internship records, passport movements and other authenticated documents may be examined together. Acceptance remains case-specific.
Existing internship directions continue
FMGs already allotted one or two years of CRMI must complete the internship directed by the competent State Medical Council. The March and June 2026 clarifications do not cancel earlier valid allotments.
Pre- and post-18 November 2021 cohorts differ
The special documentary clarifications primarily concern affected earlier cohorts. Students admitted after 18 November 2021 remain governed by the FMGL Regulations 2021 and applicable CRMI requirements.
Ten-year completion rule
The FAQ states that students admitted to a foreign medical course after 2019 are required to clear the applicable FMG examination within ten years from the date of admission, in line with the cited 2019 regulatory framework.
Prospective students should not rely on exceptions
A student applying in 2026 should plan for a fully compliant, physically attended programme from the beginning. Do not treat pandemic or conflict-related clarifications as permission for online, split-campus or shortened training.
University verification: five separate questions
1. Is the school operational?
Confirm the medical school and the exact campus are currently operating and accepting international students into the stated programme.
2. Is the programme locally recognised?
Check the national education and medical regulator in the host country. A university name alone does not prove that every programme or campus qualifies.

3. Is it listed in WDOMS?
Use the World Directory as one verification step. WDOMS itself states that a listing does not mean recognition, accreditation or endorsement.
4. Can a graduate obtain local registration?
Ask whether an international graduate completing this exact programme can pursue a medical licence in the country awarding the degree.
5. Does it fit Indian rules?
Compare the entire curriculum, study duration, internship, language and training locations with the NMC rules applying to the student.
Keep every document
Preserve offer letters, receipts, visas, passport travel records, transcripts, clinical logs, attendance records and internship certificates.
Red flags that require a pause
- A counsellor or brochure says “NMC approved university” but cannot explain the exact regulation and programme structure.
- The advertised course duration excludes the internship or describes a short internship without clear clinical rotations.
- The university will not issue the curriculum, medium-of-instruction confirmation or local licence information in writing.
- Clinical study is planned in another country, at an unlisted campus, or mostly online without a clear regulatory basis.
- WDOMS listing is presented as sufficient proof of approval.
- The fee quotation omits compulsory charges, exchange-rate assumptions or refund terms.
- Registration in India, FMGE/NExT success, a visa or admission is “guaranteed.”
Special caution for Uzbekistan
The NMC issued an advisory on 1 April 2026 asking students and parents to exercise utmost caution when seeking admission to foreign medical institutions in Uzbekistan and to follow applicable guidelines. This does not mean that every institution or programme has the same status. It means each proposed admission needs programme-level verification.

Documents to preserve from admission to graduation
Before admission
NEET scorecard, Class 10 and 12 documents, passport, university offer, programme details, complete fee schedule and signed service/refund terms.
During study
Visas, immigration records, passport entry/exit stamps, yearly transcripts, attendance, syllabus, clinical posting records, fee receipts and any transfer approvals.
At graduation
Degree, final transcript, internship and clinical certificates, medium-of-instruction letter, local regulator documents and authenticated records required by the applicable authority.
Frequently asked questions
What did NMC clarify on 8 June 2026?
NMC clarified documentary verification for FMGs affected by online teaching or conflict-related disruption. The FAQ covers compensatory physical training, transcripts, passport records, existing CRMI allotments and case-by-case review by State Medical Councils. It does not create a new admission route for 2026 applicants.
Do the 2026 FAQs relax FMGL rules for new applicants?
No. A student taking fresh admission in 2026 should select a programme that meets the FMGL requirements from the beginning and should not rely on exceptional relief created for disrupted earlier cohorts.
Does NMC publish an approved list of foreign medical universities?
No. NMC states that it does not endorse any list of foreign medical institutions or universities for MBBS or an equivalent course. Students must verify the exact programme, duration, curriculum, internship and local licence eligibility.
Is NEET required for MBBS abroad?

Is a five-year medical programme automatically acceptable?
Do not decide from the marketing label alone. Students governed by FMGL 2021 should verify at least 54 months of medical study plus the prescribed 12-month internship and all other requirements.
Is English-medium teaching sufficient by itself?
No. Teaching language is only one requirement. Duration, subjects, clinical training, internship, study location and eligibility for local medical registration must also be checked.
Can a consultant guarantee registration in India?
No consultant or university can guarantee future registration. The graduate must satisfy the regulations and licensing or screening process in force, with final decisions made by the competent authorities.
Is FMGE still being conducted in 2026?
Yes. NBEMS conducted FMGE sessions in 2026. Exam dates, eligibility and document requirements can change, so candidates should use the current NBEMS FMGE information bulletin.
